About the Warm Homes Skills Programme
The Warm Homes Skills Programme is a government-backed initiative designed to address the growing skills shortage in the UK’s retrofit and energy efficiency sector.
By providing funded training opportunities, the programme aims to equip thousands of professionals with the qualifications needed to deliver high-quality retrofit work across residential properties.

Enrolment is fully digital for ease and flexibility and all programmes are accredited through ABBE and City & Guilds
Work Package 1
As part of the Warm Homes Skills Programme, Work Package 1 focuses on delivering our Level 3 PAS 2035 Dual Course, combining two qualifications: Level 3 Domestic Energy Assessor (DEA) and Level 3 Retrofit Assessor. This dual qualification equips learners with the essential skills and knowledge to assess Energy Efficiency and deliver Retrofit projects in line with the latest PAS 2035 standards. Designed to support the UK’s transition to net zero, this course ensures professionals are fully prepared to meet growing demand within the Energy Efficiency and Retrofit sector.
PAS 2035 Dual Course
As part of the Warm Homes Skills Programme, Work Package 1 focuses on delivering our Level 3 PAS 2035 Dual Course, combining two qualifications:
- Level 3 Domestic Energy Assessor (DEA)
- Level 3 Retrofit Assessor
This dual qualification equips learners with the essential skills and knowledge to assess Energy Efficiency and deliver Retrofit projects in line with the latest PAS 2035 standards.
You’ll learn how to carry out domestic energy assessments, produce EPCs, and complete in-depth retrofit assessments in accordance with PAS 2035. Training includes up-to-date guidance on SAP 10, the government’s latest methodology for calculating energy performance.
